Al-Anbiyaa 21:27

لَا يَسْبِقُونَهُۥ بِٱلْقَوْلِ وَهُم بِأَمْرِهِۦ يَعْمَلُونَ

Laa yasbiqoonahoo bil qawli wa hum bi amrihee ya'maloon

They speak not before He speaks, and they act (in all things) by His Command.
